Councillors - Hollinswood and Randlay Parish Council

At an election, Members are elected to represent the communities for a period of 4 years. Candidates must live or work within 3 miles of the boundary of the Parish or Town.

The first meeting of a new Council is the Annual General Meeting, at which all Councillors, even if being re-elected, are required to read and sign a Declaration of Acceptance of Office. This confirms that they accept this public office and will serve under the guidelines of the National Code of Conduct (link) at all times.

Councillors also have to complete a Disclosure of Pecuniary Interests. This is a statutory document and a copy has to be sent to the Monitoring Officer and will appear on the Local Authority Website.

Hollinswood & Randlay Parish Council has 12 Members. If a vacancy exists within the four year period, it can only be filled by co-option, if no election is called by the electorate.

My name is Creed and I’ve been a resident in the Parish since 1998. Several years ago, being disheartened with litter in my area, I decided to get out and do something about it. This later saw me sign up as a Street Champion. Since then I’ve done my best to help improve my area, keeping drains unblocked and paths tidy around my street.

Later I began to volunteer to help with Parish Council events and this again developed into me applying to become a Parish Councillor when a vacancy arose. I not only help out with events now, but also with environmental tasks in the Hollinswood and Randlay Valley and at the start of this year helped build the planters in front of the HNC.

I have lived in Randlay for 24 years and wanted to be involved in the local community. I was first co opted onto Hollinswood and Randlay Parish council in 2005, and have seen many changes in our community. Like putting on of an annual funday for the local residents as well as Christmas fayres and light switch on.

We have also organised St George’s Day events, May Day events, coffee mornings, as well as raising money for local good causes through the chairman’s charity. Which have included Severn Hospice, Air Ambulance, purchasing defibrillators for our centres and local schools and friendship benches.

I work as a teaching assistant at Randlay Primary School where I am also a governor, and events officer for Friends of Hollinswood she Randlay Valley putting on local events for local families.

So I believe in our children they are our future and we need to support them.

I love that we have such a good community spirit in Hollinswood and a Randlay which has been showed especially during the pandemic with neighbours helping neighbours, checking they are ok, collecting shopping or prescriptions. I hope we can build on this even when we are all free from Covid.

I enjoy talking to local residents when I am out and about litter picking, meet your councillors mornings or just when I out and about.

I have been a resident of the parish for nearly 15 years and in that time I have seen many improvements to the area. In my role as Parish Councillor I hope to achieve worthwhile development for the community.

My particular interest is in environmental issues. For example, I am part of Friends of the Hollinswood and Randlay Valley and assist the Street Champions. I want to fight to reduce single waste plastic and other non-renewable resources. My other focus is children as they are our future. I particularly support those groups who are not catered for elsewhere such as SNAC@HARP. As a teacher I am aware of how important it is to be a role model so hope that I can continue to be a positive one.

I love feeling part of a community, so having so many events that range from Christmas to International Day has made me feel part of something special. I hope we can work together to resume our list of gatherings in the future. I love dressing up (as you may have seen at several of our events over the last few years) and have learned and taught some basic maypole dancing!

Code of Conduct

The Code of Conduct will be reviewed in 2027 after the expected local elections.

The Parish Council has made it clear that now is the time to prioritise civility and respect and start a culture change in the parish and beyond. It has signed the Civility and Respect Pledge because there is no place for bullying, harassment and intimidation within our Parish. By signing, this enables ourselves to demonstrate the commitment of all, both staff and Councillors, to address poor behaviour and foster positive changes that will support civil and respectful conduct.

Disclosure of Pecuniary Interests

Local Councillors must live or work within the Parish (or within 3 miles of its boundary). In order to have confidence in their impartiality when making local decisions, it is a requirement that they complete, annually, a Disclosure of Pecuniary Interests (DPI). They are also required to update the document throughout the year, if any of their circumstances change. Councillors DPIs can be found here.

In certain circumstances, Councillors may be granted a dispensation which enables them to take part in council business where this would otherwise be prohibited because of their DPI. Provided Councillors act within the terms of their dispensation, there is deemed to be no breach of the Code of Conduct or The Law. If a parish or town councillor participates in a meeting where they have a DPI and they do not have a recorded dispensation, then they may be committing an offence under Section 34 of the Localism Act 2011.

Procedure to make a Request

Any Councillor who wishes to apply for a dispensation must do so to the Proper Officer of the Council (The Clerk) as soon as possible and before the meeting for which it is required.

Consideration of the Request

The Parish Council has resolved that the power to grant dispensations has been delegated to the Clerk if so many members of the Council or Committee have a DPI that it would impede the transaction of the business (ie the meeting would be inquorate). For any other requests, the decision must be made by the Council at the commencement of the meeting.

Disclosure of the Decision

Any Councillor who has been granted a dispensation, must declare the nature and existence of it, prior to the business to which it relates being discussed.
